1. Export of domestic mica products

From 2012 to 2014, the export value of mica products continued to grow at a rate of about 15% per year, but by the end of 2014, the export volume of mica industry began to show negative growth. In 2015, the growth rate was -8.8% compared with the previous year. The decline in export trade is largely due to the decline in trade prices, which is mainly caused by falling prices of world energy and resource products. Negative growth in international trade has slowed the pace of global economic recovery and increased the risk of trade protection and currency competition.

In 2004, the state adjusted the export tax rebate rate, and the tax rebate rate for mica insulation materials and other mineral products dropped from 17% to 13%. In 2006, it was reduced to 5%. After the international financial turmoil in 2008, the export tax rebate rate for most mineral products was raised to 13%-17%, enjoying the national policy support. However, mica insulation products still maintained a 5% export tax rebate rate, which has not been adjusted.

The main reason for the lack of adjustment is that mica products are resource-based products. However, mica is a non-metallic mineral, the main raw material required for mica insulation products, and is associated with large products such as feldspar and quartz. Mica mines are mainly distributed in India, Russia, Sri Lanka, Madagascar and other countries. 70% of the main raw material mica required for mica products in China is imported from the above countries, and consumes of domestic resources is less than 30%.

Since 2013, the China Non-Metallic Mining Association Mica Professional Committee has applied through the county, city and provincial commercial departments and tax authorities to apply for higher export tax rebate policy through the more influential Hubei Pingan Electrical Materials Co., Ltd. It has received the attention of relevant state departments and has now entered the final approval stage. It is expected to increase the export tax rebate rate to 13% or above.
